When we went it was 10 dollars per guest, parking included. There are what they consider easy rocks that you can climb as well as some advanced. For those that don't want to climb, there are pretty well laid out trails that span most of the park. I would suggest coming early so that you can get the introduction class out of the way in time to get going to see most of the park. As far as guided tours and reservations, they do offer these but since we are locals we decided to take it in on our own pace through subsequent trips.

Sorry about the delay, there is a path that I believe would be ok for a scooter and you will have beautiful views of the desert landscape and mountains but you won't be able to see the pictographs from the trail, the trail is mainly made of screening rock, but is pretty flat in the non guided section of the park.
