My suggestion is for you to find your dive fix at Nha Trang. You'd have better access to diving facilities. There is none at Mui Ne when I was there. At least, I didn't notice any.

The beach is dirty at towards the end of the beach stretch starting around Fairy Fields in the offseason. Than the wind is changing direction in the high seasons. In Muine central the beach is wonderful and Phan Tiet is always clean. Cheers
